Improved health metrics for OKRs

When creating a Key Result, users can now select a Key Result type that defines an 'anti-target' with a goal that is not to increase or decrease a number but to keep it below a certain number. These improved health metrics for OKRs ensure there is an accurate representation of how an OKR is progressing.
