Provide a license admin with the ability to purchase additional Enterprise licenses

To give our Enterprise customers more flexibility with managing their Gtmhub plan, we are providing any license admin, the Billing Manager for example, with the ability to buy more licenses than what is specified in their contract. We have two types of licenses: active and passive (view-only). When a user is no longer active, it frees up a license under their contract that can be used for a different user.
