Close OKRs

We are adding the ability to close out an Objective and change its state. For different reasons, work might stop on an OKR. The Key Results might have been reached early, or maybe the company decided to pivot and realign resources based on new information obtained during the OKR cadence period. To help clarify focus, users will have the ability to change an OKR's state and close out ones they are no longer working towards.
